Local construction workers were sent out to fix road, light, camera, etc. damage from Mnpls/GF riots. The appearance of ‘green’ concrete was most concerning. Green concrete is new concrete poured within 30 days – when cut, has greenish tint to it.

They found that the water main control valves (“water shut-off valves”) were turned down to 1/4 pressure, and then the tops were capped with 2′ of new concrete. This was done BEFORE or DURING the riots. Generally, the control valves are 8′ deep under the covers, so the average person cannot just reach in and turn the valves – you need a special “T” handle tool to do so.

As a matter of course, all cameras in the area were destroyed.

1/4 pressure is good enough for residential use, but inadequate for major fire suppression. This may also be part of the issue with fire departments failing to extinguish fires.

While crews were fixing the issues with water valves, road, and lights, police were protecting GF Murals, while MN NG was protecting road repair crews from the crowds. Take this as you may – no further information is known on this.

On a side note, one owner of an entire block of buildings replaced 450 windows at $450-1000 each. No insurance or assistance money coming to help.

    Yikes… That’s some next level sabotage. Knowledge of sites, and systems… Sounds like a Union guy or City worker to me. Based on history.
    I feel story for that store owner. I would toss him $20 if he asked nicely.

    T handle valve controlled wrenches are mostly for residential applications. Fire mains have “supervision” via chains and/or locks or electronic monitoring via a supervisory switch and also a “flow” switch that indicates water movement through the system. Fire trucks also carry a water supply on board and “pump”(pumper truck) into the system of the structure that needs help. Im not sure whats going on with the green concrete or the partial valve closures but I doubt they would do much to prevent fire supression…..unless they had 40 years in the industry and NICET qualified. There are ways, if your devious enough, but life safety is a punishable by death offense….If I were President! Pissed off Disgruntles could shut down an entire city indefinitely in the blink of an eye since many are in the trades. Pissing around with valving is literally childs play in the grand scope.

      So what you are saying is there might be an electronic fingerprint of who did it? Our informant said they were clearly “Turned” off. Not switched off. Which you would need a Fire Marshall’s electronic diagnostic device to check, If it’s anything like a modern digital hospital grade system. Which I doubt. He also said they were capped off. Why go through the effort to cap something off if it’s a manual system? Sounds like someone was preventing access to the system. And it sounds like a fireman or fire marshal is our source.

      I would listen to them, because I would bet that AP vetted their credentials.

      Some Paranoia is healthy because we have been propagandized and lied to our entire lives. Constant Paranoia is not healthy when a patriot approaches you with intel. If interrupts the Actionablee Intel loop, and causes a paralysis in the feedback.

      Like assuming a failing city has state of the art systems. Which I doubt they do.

      A dying left wing city? 40 years old… At least, with some modern tech monitoring it, but not controlling it. If it’s anything like the systems I have superintended over in Baltimore.

      This post really disturbs me. (Not Rooster’s… but I disagree below)

      Vol FF here and while yes, our trucks do carry water to pump “into the system of the structure that needs help” it is most likely about 1k gal, which is used as a buffer until we can obtain a constant source of water, i.e. a hydrant. When hooked up to a FDC… this source CAN last 10 minutes (usually much less) depending on the size of the building. We connect to a hydrant and turn it on, all is good… till I see my water levels in my truck not rising… but dropping. Now my attack team is compromised and I have to quickly call in additional resources from other areas to water shuttle.

      Except it’s not just this building. It’s not even just this block… there are tens of blocks burning… all with engines and crews requiring thousands of gallons per minutes to properly work, yet we are getting water like and asthmatic sucking air through a flattened plastic straw… I have pulled hydrants out of the ground with my engines because water stops (due to pump suction).

      I can call for a water shuttle and wait the 30-40 minutes for the resources to arrive, if I am first to call. Then these 3k – 6k tenders have to refill… from compromised hydrants which takes orders of magnitude in time. Then they have to get to me.

      Play the What If game after that… what if 50% of my hydrants are at 20% flow. My tenders have to refill farther from me. Around possible mobs (think Jeff Strueker’s HumVee’s in Black Hawk Down, “can’t get there, it’s just roadblock after roadblock”).

      I must take an opposing view Rooster, this will prevent fire suppression.

      And this is why this post disturbs me.

    Catching up on reading; interesting report. Appreciate BePrepared’s take on it.
    Would be even more interesting if there were a cross-street included, even just for centering a reference. Franklin Ave. runs about 4.5 miles E-W, including a bit E after crossing a bridge over The River. If it were in that “we made a new country” zone, then that’s easily determined.
