They can ‘restructure’ all they want. They need 40 years of designing , building and fielding high supersonic cruise missiles under their belt first. And then figure out how to feed course updates to a vehicle enclosed in a friction plasma bubble which blocks emissions and reception. Then design laser/mirror inertial navigation units that correct course in flight times measured in seconds under 100 G loads. Then take evasive action and accelerate in terminal phase while shedding a scorched nose cone at the last few seconds so the machine eye can verify and refine targeting. Should be no problem for the vast pool of engineers being churned out of western schools every year.
