Report: Biden’s Own Advisors Warned Him His Open Border Policies Would Lead to Humanitarian Crisis
A newly revealed memo from August 2020 shows that some of Joe Biden’s own policy advisers warned his campaign that his proposed immigration policies could lead to “chaos” and a humanitarian crisis at the U.S. border.
During the 2020 election, Biden staked out welcoming policies toward illegal immigration to differentiate himself from President Trump’s more hardline approach.
The memo, written by Democrat policy advisers to Biden and his inner circle, was obtained by The New York Times.
It stated that a potential surge in border crossings could overwhelm processing capacities and jeopardize the new administration’s agenda.
“A potential surge could create chaos and a humanitarian crisis, overwhelm processing capacities, and imperil the agenda of the new administration,” the memo stated, according to the Times.
The advisers reportedly suggested measures such as tightening asylum standards, using “reception centers,” and requiring some migrants to wait in Mexico to mitigate the risk.
Ignoring this advice, Biden and his inner circle quickly implemented radical policy changes upon taking office, including a 100-day pause on deportations, halting construction of the border wall, suspending the “Remain in Mexico” policy, and limiting the categories of illegal immigrants that could be arrested.
Advisers continued to push for stronger enforcement and deterrents, according to the Times, but their recommendations were allegedly set aside due to concerns about “alienating progressive voters.”
Andrea R. Flores, who served as director for transborder security at the National Security Council in the Biden administration, was reportedly tasked with creating a memo for Ron Klain, Biden’s chief of staff, with suggestions on how to deter migrants from coming to the U.S.
Flores told the Times the officials couldn’t agree on any ideas, so “the memo died.”
Officials like Cecilia Muñoz claimed the team was overly sensitive to criticism from the left, while others, such as ICE adviser Scott Shuchart, said the administration lacked a coherent strategy “because they had no goal.”
“All they had was wishing the problem would go away so that they could focus on the things they cared about,” Shuchart said.
However, to many people, such as Elon Musk, the administration appeared to have a very clear strategy to import as many future Democrat voters as possible into the country, regardless of the humanitarian and national security risks.
Border encounters surged early in Biden’s term, exceeding previous records within his first three months, even as Department of Homeland Security Secretary Alejandro Mayorkas repeatedly testified to Congress that the border was secure.
A Pew Research Center report from August 2025 indicated that the unauthorized immigrant population in the U.S. reached a record high of 14 million in 2023.
Mayorkas went on to implement a policy of flying inadmissible aliens from Venezuela, Nicarargua, and Haiti into the interior of the USA, up to 45,000 per month ahead of the 2024 election.
The administration escorted hundreds of thousands of these aliens across the border and then granted them parole to provide work permits, Social Security numbers, and access to voting booths.
An estimated 6,300 of the aliens flown into America were reportedly on the FBI Terrorist Watch List.
