Wild guess/ hypothesis:
Numbers = instructions to & for ops in specific locations.
Analogy = SOE to Maqui (1940~45)

  If I had to guess it is more likely being used to coordinate drone and missile launches to ensure that Allied Air Defense systems are overwhelmed. If they launch them without overwhelming critical defenses, they will simply be shot out of the sky.
  
  There is a reason Patriot missile systems have 4 missiles and the Shahed-136 launchers have 5 drones. That is not by accident. The 4 drones are sacrificed to eat up Patriot missile Reserves while allowing one drone through.
  
  There is no need to radicalize radicals and give them orders. Sleeper cells already have their standing orders if certain pre-conditions are met.
  
  Also, Iran has a long history of waiting at least 6 months to retaliate. Which makes sense, because everyone is on full alert right now.
  
  In 6 months is when we will see Embassy style bombings and mass casualty events.
