If you want to understand why the State Department is going after the ICC now, I think you need look no further than the fact that they arrested former President Duterte of the Phillipines because of actions he took in taking out drug dealers and fighting them.
America has done similar, taking out drug boats in the western hemisphere, which many declared was in violation of international law and the rules of war. America is not a participant in the ICC and never has been, but one of the ICC statutes that they use as a loophole is that they claim jurisdiction if it happened in the territory of a member state of the ICC.
About a decade ago, they used this to investigate American service members in Afghanistan for alleged warcrimes. They would do the same with Latin America, as basically everyone south of the border is a part of the ICC. I for one think blowing up cartels is pretty awesome, but I would rather not have soldiers doing so get tried in the Hague which is ridiculous.
So yeah, this is a huge win towards dismantling and destroying post war global infrastructure that seeks to undermine national interests.
