If this was a true WROL overwatch, or several, could be set up in key locations and dedicated ground pounders, grey men, move among them selectively taking out the key miscreants.
Since this is .gov controlled wrol your options are limited due to the dicks in blue will be out in support of the miscreants, then your options are more serious due to the .gov hunting you down for the show trails they love to have.
Personally in a true WROL I’m more in favor of sealing off cities and starving them out before clean up operators…. YMMV
So I guess what you’ve seen has some rule of law, then.
