Sounds like recon to me to stage an attack on the water plant. Too bad they were not overcome by gas in the underground pipelines, something that 25 years ago was not taken serious by our operators back then, until some have died all across the country in bad air. Now confined space entry is a must to follow if you want to go home every night. I’ve worked in the water and wastewater industry as a design engineer for these type of systems for over 25 years most of which for small to midsize communities. Security has often been not taken very seriously by the operating personnel, especially in the smaller more rural areas. Its one of the things that I lecture them about in drinking water especially. Often times they act like “oh nothing will ever happen here” and I believe it falls on deaf ears quite often. The midsize cities are a little bit better, but not by much. It certainly was not taken into consideration in design back 40-50+ years ago, even the DNR/EPA codes didn’t take it very serious until about 10-15 years ago, and some them have become even less secure in my opinion, primarily for underground reservoirs in the smaller communities. I’ve even argued a particular part of the code is less secure and we will not expose the reservoir to that with Wisconsin DNR and Minnesota DoH. Won the argument more than a few times with them.
