Bout was not actively targeting US soldiers, leastwise till the DEA entrapped him. In fact, Bout did a lot of work for the pentagon over the years. The Merchant of death was a name giving to Bout as a marketing talking point when they decided to take him down.
Bout may be helping to run weapons to country boys here pretty soon the way things are going.
