The lie is that the voters had anything to do with it, leastwise that it was somehow put to a vote or polled, etc. It is interesting that he was alleged to have been arrested for photos of a church on a flash drive. Seems a pretty flimsy excuse. There has been some talk that the admin did try to get him exchanged even with the offer of another person traded (making it two from the US to Russia), but that Russia refused. No idea if true.
Been doing some study on Bout. Interesting person. And pretty hyped up likely in the Western media. One of his lines before he was arrested was “Same problem as always, people not knowing how to share.” Kind of says it all IMO.
In case anybody is interested, The Notorious Mr. Bout 2014 is a pretty good watch.
