Once those weapons, ammo and equipment is in the .gov inventory they can be transferred laterally to whomever. Instead of a couple of gov’t armories that could be covertly monitored or potentially overrun by an angry populace like in Albania a couple decades back, there is now a decentralized net of mini/micro/whatever armories available. A NG armory would be obvious. A stocked “safe” room with a door marked Janitor (or Custodial Engineer) wouldn’t get a second look.
