Federal investigators and congressional Republicans are examining alleged financial backing behind anti-ICE protests in Minneapolis after repeated confrontations between demonstrators and federal immigration authorities drew national attention this week amid escalating public scrutiny.

Lawmakers say emerging evidence suggests the demonstrations are connected to coordinated funding networks supporting activist organizations operating across multiple states, rather than spontaneous local gatherings, according to briefings shared with congressional offices recently.

A Fox News Digital investigation identified several groups accused of mobilizing protesters, coordinating messaging and directing demonstrations tied to unrest in Minnesota and other cities nationwide during recent protests linked to federal enforcement.

Among the organizations cited were the Party for Socialism and Liberation and The People’s Forum, both described by investigators as central organizers of recent anti-ICE protests across Minnesota and neighboring regions nationwide.

Congressional probes and media reports indicate both organizations received substantial financial backing from former technology executive Neville Roy Singham through complex nonprofit funding structures operating domestically while linked to international influence networks abroad.

Singham sold his information technology consulting firm in 2017 for $785 million and later relocated to Shanghai, where he continues to reside outside U.S. jurisdiction, according to former federal prosecutors familiar with such cases.

Former federal prosecutors say Singham’s overseas residence complicates enforcement efforts, limiting the ability of U.S. authorities to compel testimony, documents or financial disclosures related to nonprofit funding activities under investigation currently nationwide.

Singham was the subject of a 2023 New York Times investigation detailing alleged ties to Chinese state-aligned propaganda initiatives and opaque nonprofit funding pipelines operating internationally with limited transparency and disclosure requirements.

That report said more than $250 million moved through entities with vague missions, minimal disclosures and mailing addresses tied to commercial mail services used by multiple organizations receiving Singham linked funding streams nationally, per Trending Politics.

The 71-year-old U.S. citizen reportedly shares office space in Shanghai with the Maku Group, a media company he funds that promotes pro-CCP messaging targeting international audiences through coordinated communication campaigns.

Lawmakers say the Maku Group has supported narratives aligned with Chinese Communist Party objectives, including efforts described as telling China’s story to global audiences across media platforms funded by Singham connected organizations operating abroad.

Federal records cited by congressional investigators show the FBI examined Singham in 1974 for activities considered adverse to U.S. interests during earlier national security reviews referenced by lawmakers in oversight materials released recently.

In 2025, Singham and organizations tied to his funding network faced intensified scrutiny from House and Senate committees overseeing national security and tax compliance following protests linked to immigration enforcement disputes nationwide escalation.

Rep. James Comer (R-KY) launched a House Oversight investigation into Singham’s alleged role in financing anti-ICE unrest in Los Angeles and Minneapolis, examining nonprofit funding flows, donor networks and organizational coordination behind demonstrations nationally.

The Oversight Committee also identified the Party for Socialism and Liberation as an organizer of destructive protests, citing financial backing linked to Singham based on documents, testimony and communications reviewed during inquiries this year.
