Former Department of Homeland Security (DHS) Secretary Kristi Noem is warning that Chinese nationals may be entering the United States through what she describes as a highly organized, “coordinated” migration network operating across Latin America and extending toward both the southern and northern U.S. borders.

In an exclusive interview on Fox Business, she said the movement patterns appear structured and deliberate, raising national security concerns about how individuals are moving through multiple countries before reaching the United States.

Noem described the alleged system as resembling a “travel agency-style” operation in which individuals are guided through prearranged transit routes spanning several nations.

She said these routes include coordinated corridors that allow travelers to move through Latin America before continuing north toward the U.S. border, rather than arriving through isolated or independent journeys.

Noem claimed that migrants traveling through these pathways are reportedly provided with logistical support during transit.

She said the consistency of these patterns suggests a level of organization beyond typical irregular migration flows.

“They do not just build up their military. They do not just manipulate their currency or harm us with trade practices. They have a plan to kill our country from the inside by killing off our next generation of Americans,” Noem said, according to LifeZette. “They will use every tool that they have.”

Her comments come amid increased attention to migration trends involving Chinese nationals at U.S. entry points.

Federal figures cited in reporting indicate tens of thousands of encounters with Chinese citizens at the southern border since late 2023, a development that has contributed to broader debate over border enforcement capacity and shifting migration demographics.

Noem also connected the issue to broader concerns involving global illicit supply chains, particularly fentanyl precursor chemicals.

U.S. law enforcement and intelligence agencies have long reported that many precursor materials originate in China before being trafficked through Mexico, where cartels process and distribute fentanyl into American communities.

She suggested that while there is no publicly confirmed evidence of direct Chinese government involvement in migration coordination, transnational criminal networks may intersect with individuals and businesses operating within or near state-linked systems.

In her view, such overlap could create vulnerabilities that adversarial actors may exploit even without centralized direction from Beijing.

Supporters of stricter border enforcement argue that these concerns reflect a broader pattern of global smuggling operations adapting to enforcement pressure.

They contend that even in the absence of confirmed state sponsorship, coordinated migration pipelines across multiple countries present a growing challenge for U.S. border security and immigration systems.

Noem, who previously served as governor of South Dakota before leading DHS, has consistently emphasized immigration enforcement and border security throughout her political career.

Her supporters point to her focus on interdiction efforts and cross-border enforcement initiatives as central elements of her leadership approach.

She has also framed border security as a core national security issue, arguing that evolving international networks require stronger enforcement tools, improved coordination among agencies, and closer monitoring of transnational movement patterns that may involve criminal or adversarial exploitation of immigration systems.

As of now, no U.S. intelligence agency or federal authority has publicly confirmed the existence of a centralized Chinese government-run migration program matching the description provided in the interviews.

The claims remain part of ongoing political and policy debate over border security, transnational smuggling networks, and the broader challenge of managing irregular migration flows into the United States.
