Chinese Air Raid Posters?

A newly posted video shows what appears to be people erecting air raid posters. I don’t read or understand the language so I’m only going by the video title. Could it be that China is preparing their citizens for a war? Hard to say at the moment and the origins of this video may shed light on the poster’s contents.

Holy Serf is an anagram of a former Combat Engineer Sergeant of the 82nd Airborne Division. While with the 82nd, he deployed to the Middle East for a peacekeeping mission and to Central America for Jungle Expert School. After he left the Army, he worked as a commercial diver and law enforcement officer. He reenlisted the National Guard a week after 9/11 and served for a year as a Combat Medic in Iraq.
