these patterns of life and cell phone IME data tracking also ties into vehicles with sirisu satellite radio, onstar, the microsoft panels with ford sync etc..

new vehicles are reporting same as far as geo-locations and patters of travel, would that be safe to assume Scout?

  It depends largely on how its being implemented. But it could easily be either one.
