Sounds eerily like a quote popularly attributed to another leader from history with the same first name…

It’s known within the intelligence community that Biden has a rare form of Tourettes Syndrome, one which makes him virtually incapable of keeping secrets (which makes him a 24×7 national security risk) and when he feels stress, is prone to blurting out the secret.
